Applying for a pilot license for the first time

You can apply for a pilot's license online:

• Go to the federal portal verwaltung.bund.de and complete the online application.
• You can upload your documents directly.
• Submit the application online.
• The LBA will check your application.
• You will receive a notification and fee notice.

After you have paid the fees, you can retrieve the notification online and receive the license by post.

• You are
  • a natural person from Germany, an EU country or a third country or
  • a legal entity based in Germany or represented by natural persons from Germany, an EU country or a third country.
• You have passed all the necessary theoretical and practical examinations (e.g. training, examination, confirmation of flight experience) and can provide evidence of this.
• You have applied for a background check.

if you are applying for a commercial pilot license (not an ICAO license):

• Copy of the current license (front and back)
• Copy of your identity card or current confirmation of registration
• Copy of the valid medical certificate according to PartMED (front and back)
• German radiotelephony certificate or certificate of recognition from the Federal Network Agency of the foreign radiotelephony certificate
• valid notification of the result of the background check or certificate from the competent authority regarding the application
• Proof of the theoretical and practical requirements from the commercial flying school (ATO), for example
  • Training,
  • examination,
  • confirmation of flight experience.
• Confirmation of flight experience for professional pilots (CPL/IR) or pilots in multi-person flight crews (MPL) in accordance with Part-FCL for the issue of a commercial pilot's license (ATPL) in accordance with Part-FCL
• Copy of the examination report

if you are applying for a license for the non-commercial operation of aircraft (ICAO license)

• Copy of your identity card or current confirmation of registration
• valid notification of the result of the background check or certificate from the competent authority regarding the application
• German radiotelephony certificate or certificate of recognition of the foreign radiotelephony certificate from the Federal Network Agency
• License confirmation from a third country ("Verification"), if applicable
• Proof of a practical examination passed in accordance with the regulations of the European Aviation Safety Agency (EASA)
• Proof of a theoretical examination passed in accordance with EASA regulations
• Proof of theoretical and practical requirements from the commercial flight school (ATO), for example
  • Training,
  • examination,
  • confirmation of flight experience.
• Proof of flight experience
• Copy of the valid medical certificate according to PartMED (front and back)

if you are applying for a license for flight dispatchers:

• Proof of the theoretical examination
• Proof of the practical examination
• Copy of your identity card or confirmation of registration
• valid notification of the background check or certificate from the competent authority confirming the application

in the case of representation:

• Proof of authorization to represent
• Completed form for declaration of criminal offenses

for a declaration of assumption of costs to the authorized person:

• Proof of the declaration of assumption of costs
