Persons who are particularly at risk due to their important duties for the federal government or a federal state receive a special certificate instead of a weapons possession card or a weapons license. This certificate allows them to acquire and possess weapons and ammunition and to carry these weapons.

This law does not apply to employees of other states who are equipped with weapons for official purposes and are acting within the framework of an international agreement or at the request of a competent German authority. Unless the agreement or consent stipulates otherwise, they shall be exempt from this Act.
