Granting time off for youth leaders
Source: BUS Rheinland-PfalzVolunteers and leaders in youth work who are in a service, employment or training relationship can apply to their employer for time off to carry out voluntary work.
You can be released from work if you are involved in a voluntary leading activity, e.g. in tent camps, youth hostels, youth hikes, international youth activities or meeting places, and wish to be released from work accordingly.
It can also be granted if you wish to attend training and further education courses, training measures or specialist conferences in preparation for your voluntary work.
Leave of absence is possible for up to 12 working days per year, including half days.
There is no entitlement to continued payment of salary during the leave of absence. However, the state grants compensation of up to 70 euros for each full working day of leave, and a correspondingly lower amount for half days.
- The application for leave of absence must be submitted at least four weeks before the intended leave period by a public or recognized independent youth welfare organization based in Rhineland-Palatinate.
- The "Application for leave of absence and reimbursement of loss of earnings" is completed by the organization as a first step and then sent to the employer.
- The employer confirms the number of working days to be released from work and the amount of the loss of earnings.

The application form is first sent to the public/free youth welfare organization, which applies to the employer for the exemption on behalf of the applicant.
It is then sent to the applicant's own employer, who confirms the leave of absence.
After completion of the measure:
Now the same form is completed by the applicant and forwarded to the State Office for Social Affairs, Youth and Care, State Youth Welfare Office Department. The application is checked there and, if applicable, the expense allowance is paid out.

There are no fees.
The application form for leave of absence must be submitted to the employer at least four weeks before the start of the voluntary activity.

- Applicants must be 16 years of age or older. If you are under 18, the consent of your legal guardian is also required.
- An entitlement to a leave of absence is not transferable to the following year.
- If there is an operational reason against the leave of absence that cannot be averted, the application may also be refused.
- The leave of absence must not result in any disadvantages with regard to the employment relationship.
- The reimbursement depends on the scope of employment (full entitlement only for full-time employees).

How can I take time off to carry out my voluntary work in youth work?
- You need an application for leave of absence and reimbursement of loss of earnings to be released from your service, employment or training contract. You can submit this under "Applications/Forms" or via the MFFKI and LSJV acall. This must be completed by the public or recognized independent youth work organization, then submitted to your employer and finally kept until you have completed your voluntary work. This application must then be sent to the State Youth Welfare Office (LSJV) in Mainz in order to apply for reimbursement of the loss of earnings.
How many days a year can I be released from work to carry out my voluntary youth work?
- You can be released from work by your employer for up to 12 working days a year to volunteer in youth work. This is also possible for half days.
Can I receive compensation for my loss of earnings? How much compensation can I receive for my loss of earnings?
- Yes, the state grants compensation of up to 70 euros for each full working day of unpaid leave. The calculation of the compensation is based on the number of hours worked per week. In the case of time off for half days, the compensation payment is made accordingly.
How is the compensation calculated?
- The reimbursement of loss of earnings is based on the gross wage per day. If this is below the maximum amount of currently 70 euros per day and the applicant works 7.48 hours per day (5 days a week), the full wage is reimbursed.
If the gross wage per day is over 70 euros and the claimant is employed full-time, they will receive 70 euros.
The maximum reimbursement amount is also reduced if the claimant works fewer hours per week. The calculation is then made as follows: 70 euros x number of hours per week/39 hours per week. This is then the maximum amount of the reimbursement claim per day.
Are there any deadlines that need to be observed if I want to take time off to carry out my voluntary work in youth work?
- You should inform your employer at least four weeks before the start of the desired leave of absence and submit the application for leave of absence and reimbursement of loss of earnings. This gives the employer the opportunity to organize a replacement. Once the youth work measure has been carried out, you should submit the application to the State Youth Welfare Office no later than two months after the end of the leave of absence.

Do I need any other documents in addition to the application form in order to receive a compensation payment?
- In addition to the application form, you will need a certificate of attendance for a training or further training course, a training measure or a specialist conference on youth welfare issues following the measure carried out. If you have also received public funding from another source, this must also be stated. Submission of a certificate of eligibility from the youth welfare office in accordance with § 74 SGB VIII, if the organization cannot provide proof of recognition (§ 3 of the Voluntary Service Act).
What is meant by recognized independent youth welfare organizations?
- Recognized independent providers are legal entities or associations of persons or youth associations that have obtained recognition in accordance with § 75 SGB VIII. The respective organization itself must be able to answer this question; the regional association of the organization may also have this recognition, which also applies to its members.

- If the sponsor cannot provide proof of recognition, the sponsor has the option of obtaining confirmation of eligibility for funding for itself and for the measure in accordance with § 3 of the Voluntary Service Act. This must be requested in writing from the Youth Welfare Office and attached to the application for loss of earnings.
How do I obtain confirmation of eligibility?
- The sponsor, who is not recognized, must contact the youth welfare office responsible for them and request eligibility for funding in accordance with § 74 SGB VIII within the meaning of § 3 Para. 1 of the Voluntary Service Act. The youth welfare office will check the sponsor and the measure for eligibility and confirm this in a letter.
