The Federal Ministry of Labour and Social Affairs (BMAS) supports projects for particularly disadvantaged people in your organization with a funding programme.

The federal program "Eingliederung hilft gegen Ausgrenzung der am stärksten benachteiligten Personen" (EhAP Plus) is aimed at the following 2 target groups:

  • Target group 1: particularly disadvantaged newly arrived citizens of the European Union (EU) and their children under the age of 18, as well as members of minorities (such as marginalized communities like the Roma)
  • Target group 2: Homeless people or people at risk of homelessness and their children under the age of 18

The following individual objectives are supported in the EhAP Plus program:

  • Individual objective 1: Approaching, advising and accompanying people from target group 1 to further help services.
  • Individual objective 2: Approaching, advising and accompanying people in target group 2 to further help services.
  • Individual objective 3: Raising awareness and intercultural training in relation to the life situations and needs of the target groups and on the topics of antiziganism and anti-discrimination. This is aimed in particular at employees of public administrations, institutions of the regular help system and local social work organizations.

Your project must focus either solely on individual objective 1 or 2 or on both individual objectives. You can supplement activities from individual objective 3 in each case.

The BMAS will also support you if you set up a low-threshold pilot project on the help available in digital or social media as a supplementary measure. This pilot project should also counteract false reports in social media. It must be geared towards the individual objectives 1 and 2. The pilot project will only be funded once for 4 years and has started its work on 01.10.2022.

Type and scope

As a rule, you will receive the funding as a grant for 4 years. The amount of funding is up to 95% of the total expenditure. It comes from the funds

  • the ESF (European Social Fund) Plus with a maximum of 90% of the eligible costs and
  • the federal government with a maximum of 5 percent of the eligible costs.

For the entire funding period of 4 years, the funds may not exceed the maximum amount of 2 million euros.

Applications are approved by the Deutsche Rentenversicherung Knappschaft-Bahn-See (DRV KBS). The DRV KBS has the following tasks

  • informing the applicants and providing advice on funding,
  • examine applications,
  • approve and pay out grants and
  • review projects.
