Apply for war victims' welfare

You can receive war victims' welfare benefits from the welfare and main welfare offices upon prior application. A list of the main welfare offices can be found in the Federal Ministry of Labor and Social Affairs brochure on war victims' welfare.

The following are responsible as local war victims' welfare organizations

1. the district of Mainz-Bingen

for the independent cities of Frankenthal (Pfalz), Kaiserslautern, Landau in der Pfalz, Ludwigshafen am Rhein, Mainz, Neustadt an der Weinstraße, Pirmasens, Speyer, Worms and Zweibrücken as well as the districts of Alzey-Worms, Bad Dürkheim, Donnersbergkreis, Germersheim, Kaiserslautern, Kusel, Mainz-Bingen, Rhein-Pfalz-Kreis, Südliche Weinstraße and Südwestpfalz and

2. the district of Mayen-Koblenz

for the independent cities of Koblenz and Trier and the districts of Ahrweiler, Altenkirchen (Westerwald), Bad Kreuznach, Bernkastel-Wittlich, Birkenfeld, Cochem-Zell, Eifelkreis Bitburg-Prüm, Mayen-Koblenz, Neuwied, Rhein-Hunsrück-Kreis, Rhein-Lahn-Kreis, Trier-Saarburg, Vulkaneifel and Westerwaldkreis.

As the supra-local provider of war victims' welfare, the State Office for Social Affairs, Youth and Care is responsible in Koblenz (area of the local provider Mayen-Koblenz) and Mainz (area of the local provider Mainz-Bingen).

For those entitled to benefits under the Soldiers' Pension Act (military service invalids), the previously described responsibility of the state authorities only applies until December 31, 2015. From January 1, 2016, the Federal Office of Bundeswehr Personnel Management will be responsible for this group of people in the area of war victims' welfare.

Personal requirements

You are:

• have a health impairment and
  • receive a basic pension or
  • are entitled to medical treatment
• survivor or surviving dependant of an injured person and receive a survivor's pension, widow's or orphan's allowance or
• a family member of an injured person.

Neediness

As a result of the injury or death of the injured party, you are unable to cover your living expenses from your income and assets or other eligible benefits.
