Recognize inspection experts for stability
Source: BUS Rheinland-PfalzPersons with particular expertise and competence in the stability of structural systems can apply for recognition as inspection experts for stability in order to be able to inspect stability certificates in the building permit procedure on behalf of the building owner and instead of the building supervisory authority.
The application for registration as an inspection expert or inspection expert for stability must be submitted in writing to the Rhineland-Palatinate Chamber of Engineers. The application must state the discipline for which registration is requested and whether and how often a registration or recognition procedure, including outside the state of Rhineland-Palatinate, has been unsuccessful.
Submission of proof of the registration requirements.
Examination of the registration requirements by the expert committee set up by the Chamber of Engineers.
Proof of professional suitability by examination by the examination committee formed by the supreme building supervisory authority for the recognition of structural engineers.
Entry in the list in accordance with § 2 Para. 1 of the state ordinance on test experts for structural stability (PrüfSStBauVO) and certification as a test expert for structural stability.
The Rhineland-Palatinate Chamber of Engineers enters the inspection experts for stability in a list maintained by it and certifies the entry.
The requirements for entry in the list in accordance with Section 2 (1) of the State Ordinance on Inspection Experts for Structural Safety (PrüfSStBauVO) can be found in "Section 2 Requirements for entry".
The application must be accompanied by the required information and evidence in accordance with Section 4 (2) of the State Ordinance on Inspection Experts for Structural Safety (PrüfSStBauVO), in particular
- a certificate of citizenship,
- a curriculum vitae with complete details of the professional career and professional activity up to the time of application,
- Transcripts or photocopies of university degree certificates and all certificates relating to previous employment,
- a declaration that an application has been made for a certificate of good conduct for submission to an authority (Section 30 (5) of the Federal Central Criminal Register Act) or an equivalent document from a Member State of the European Union or a country with equivalent status under European Community law; the certificate of good conduct or equivalent document should not be more than three months old,
- proof that the requirements under Section 3 (1) sentence 1 nos. 2 to 9 have been met, whereby proof that the requirements under Section 3 (1) sentence 1 nos. 2, 3 and 6 have been met must be provided by a certificate from the examination board in accordance with Sections 5 and 6 of the PrüfIngBaustatikVO,
- a list of the structures with an above-average degree of difficulty (statically and structurally difficult structures) worked on by the applicant, stating the place, time, client, type of work carried out by the applicant and the bodies and persons who have checked the stability certificates prepared by the applicant,
- a list of persons who can provide information on the applicant's technical suitability; the projects on which the applicant has worked with these persons and at what time must be stated,
- a declaration that there are no grounds for refusal pursuant to Section 3 (2),
- details of any branch offices and
- details of any participation in a company whose purpose is the planning or execution of construction projects.
For the registration of the inspection experts for structural stability in the list in accordance with § 2 Para. 1 of the State Ordinance on Inspection Experts for Structural Safety (PrüfSStBauVO) and the certification of the registration, fees are charged in accordance with § 14 Para. 1, as amended, in the current amount of EUR 800.00; in addition, the costs for the preparation of the certificate of the examination board (§ 6) on the technical suitability are charged separately as expenses (estimated cost range EUR 2,000.00 to EUR 2,500.00).

A decision on the application for registration must be made within three months of submission of the complete application documents (Section 42a of the Administrative Procedure Act).

The application for registration must be submitted to the Rhineland-Palatinate Chamber of Engineers. The application can be submitted informally.
