Authorisation for the (international) carriage of goods by road for hire or reward / Community licence issue

• You must apply for the Community licence (EU licence) or a national road haulage permit from the competent body. The content of the application for a permit or Community licence must comply with Annex 1 of the General Administrative Regulation on the Law on the Carriage of Goods by Road (GüKVwV).
• The competent body makes the final decision on the application.

Authorisation in accordance with for the carriage of goods by road for hire or reward will only be granted to you if:

• the safety and efficiency of the business are guaranteed,
• there are no facts showing that you are unreliable as an entrepreneur or the person appointed to manage the business,
• you as an entrepreneur or the person appointed to manage the business are professionally suitable, and
• you and the entrepreneurs commissioned by you to perform transport services have their registered office or place of business within the meaning of commercial law in Germany.

• Police certificate of good conduct (will be sent to the competent authority after application to the Citizens' Registration Office)
• Extracts from the trade and central traffic registers
• Proof of professional and technical qualification from the IHK (Chamber of Industry and Commerce)
• Clearance certificates from the tax office and the social insurance institutions
• Equity certificate / statement of assets and liabilities

The administrative fee for the issuance of the permit or license is between EUR 280.00 and EUR 700.00. For each additional copy, the fee is between EUR 70.00 and EUR 200.00.
