Applying for a cab permit to be reissued
Source: BUS Rheinland-PfalzYou require a permit for the commercial transportation of passengers by cab. You can submit a corresponding application to the relevant licensing authority of the respective independent city or district.
If your temporary permit expires, you can apply to the relevant licensing authority for the permit to be reissued.
There will then be a seamless transfer of the approved cab business on the basis of a new permit. This is limited to a maximum of 5 years.
Proceed as follows to obtain a reissue of the permit for the commercial transportation of passengers by cab:
- Submit a corresponding application to the licensing authority responsible for you in the respective independent city or district and enclose all the necessary documents with the application.
- The authority will process your application and carry out the necessary hearing procedures.
- You will receive a decision on the reissue of a cab permit including the handover of the permit certificates.
The licensing authority of the respective independent city or district is responsible.
- The safety and efficiency of the business are guaranteed.
- There is no evidence that the entrepreneur or the person appointed to manage the business is unreliable.
- The applicant or the person appointed to manage the business is professionally qualified.
- The applicant and the entrepreneurs commissioned by the applicant to provide transport services have their registered office or place of business within the meaning of commercial law in Germany.
- The applicant is already in possession of a cab license.
The renewed issue of the permit is limited to 5 years. Existing entrepreneurs must be given appropriate consideration. Consideration will be given according to the chronological order in which the application was submitted.
Irrespective of the order of application, priority is given to
- who do not intend to operate a cab business as their main occupation,
- has not operated his or her cab business as his or her main occupation or has sold or leased it in whole or in part within the last 8 years,
- has not properly fulfilled his or her duty of operation.
An applicant may only be granted one permit at a time, provided that no more permits can be granted than there are applicants.
During this period, the rights and obligations arising from the permit may not be transferred.
Legal entities under public law are deemed to have fulfilled the requirements.
- Valid authorization
- Formal application for reissue:

- Surname,
- First name of the applicant,
- place of residence and place of business,
- for natural persons:
- Date of birth,
- place of birth,
- Number of vehicles,
- vehicle type,
- capacity of the vehicles used;
-
- Certificates of employment or examination certificates on the professional suitability of the applicant or the person appointed to manage the business.
- Equity certificate / additional certificate (form in accordance with Section 2 (2) No. 2 / Section 2 (3) of the Ordinance on Professional Access to Road Passenger Transport PBZugV), not older than 12 months
- from the company, the legal representative and the person or transport manager appointed to manage the business
- Certificate in tax matters from the tax office,
- Clearance certificate, not older than 3 months, from
- the municipality
- the social security institution and
- the employers' liability insurance association;
- for the applicant and, if applicable, the persons appointed to manage the business: Certificate of good conduct for submission to the authorities in accordance with Section 30 (5) BZRG
- For companies: Extract from the central trade register
- Extract from the driving aptitude register (FAER)
- Proof of the last general inspection of the vehicles used
- Proof of the installation of an alarm system/mileage counter
- Confirmation from the calibration office
- Vehicle list
- Proof of liability insurance for cabs including risk identification number (WKZ)
- Business registration
- Certified extract from the commercial or cooperative register, not older than 3 months
- In the case of limited liability companies, also the list of shareholders, not older than 3 months
- articles of association
- Documents proving the employment relationship of the person appointed to manage the business
- in the case of partnerships, the list of shareholders:
- the partnership agreement or
- other proof of contractual authorization certified extract from the commercial register
The amount of the fees depends on
- the number of vehicles and
- the term of the permit.
Deadlines only start to run once a decision has been made on the application. If your application is complete, a decision will be made within 3 months. The deadline can be extended by 3 months if necessary. The general time limit for appeals under administrative procedure law applies within one month.
If all documents are complete, the authority will make a decision within three months.
