Apply for recognition as a body for language examinations for aviation personnel

You can submit applications in connection with the recognition of language examination centers using the online procedure.

• Go to the federal portal verwaltung.bund.de and select the online form. This will guide you step by step through the information and documents required.
• You can either upload the required documents directly in the form or collect them in a download archive on a trustworthy server, for example BSCW.
• You can then submit the application via the portal
• Alternatively, you can print out the application and send it to the LBA together with the required documents by post, electronically as a signed e-mail attachment or by fax.
• The LBA will contact you if anything is unclear or if any information is missing.
• After checking the documents and any necessary iterations, the LBA will conduct a supervisory visit or standardization meeting.
• If all requirements are met, the LBA will send you the result documents.
• You pay the fees.

Bodies that are recognized by the LBA for the acceptance of language examinations must prove the requirements according to Annex 2 to § 125a LuftPersV by means of

• a test centre manual in accordance with § 14 3rd DV LuftPersV (in the case of an organization) or
• a standardization interview completed on the basis of the manual for individual examiners in accordance with § 15 3. DV LuftPersV (in the case of an individual).

For the application as an individual examiner for recognition as a body for taking extension examinations for proof of English language proficiency for level 4:

• Certificate of attendance for a qualification course that is not older than 2 years
• Proof of aviation knowledge, e.g. license for pilots, air traffic control personnel or flight dispatchers
• Proof of own language skills
• Examination record, in draft form if applicable
• Proof of additional qualification as a flight examiner, if applicable

For the application as an individual examiner to change or extend the recognition for the acceptance of renewal examinations:

• Addition of the examined language "German"
• Examination record, in draft form if applicable
• Recognition for the assessment of the first language English
• Proof that the person has spent at least 8 of their first 14 years in a country where the official language is English
• Approval of online examination procedures
• Concept for the implementation of the online examination procedure

For the application as an organization for recognition as a body for taking language examinations (recognized organization):

• Test center manual

For the application as a recognized organization to amend the test centre manual:

• Amended test center manual in the corresponding revision (from revision 1)

For the application as a recognized organization for a change or extension of recognition:

• Extension to include the audited language "German"
  • One usable test set per format
• Extension of the test authorization by a higher level
  • Amended test center manual
  • Test records
  • Proof of qualification of the personnel, if applicable
• Recognition for the assessment of the first language English
  • Evidence that the examiner has spent at least 8 of the first 14 years in a country where the official language is English
• Approval of online examination procedures
  • Concept for the implementation of the online examination procedure
• Approval of an examination format
  • Concept of the new examination format (test specifications)
  • At least 1 model test set
• Verification of level 6 proficiency
  • Proof of appropriate language skills of the examiner
• Extension or deletion of the test personnel
  • Deletion:
    • List of personnel to be deleted, showing first name, surname and recognition number
  • Add (for each examiner)
    • Certificate of attendance for a qualification course that is not older than 2 years
    • Proof of aviation knowledge, e.g. license for pilots, air traffic control personnel or flight dispatchers
    • Proof of own language skills
    • Examination record, in draft form if applicable
    • Proof of an additional qualification as a flight examiner, if applicable

In the case of representation:

• Proof of authorization to represent

There are currently no fees for organizations for

• Changes to the inspection body manual (from revision 1),
• Expansion or deletion of the inspection personnel
• Cancellation of recognition.
