Applying for the allocation of frequencies for earth stations in satellite radio

The Federal Network Agency (BNetzA) is responsible for managing the frequency spectrum in Germany. This means that it regulates and coordinates the use of radio frequencies by various services, including satellite communications.

In Germany, every frequency use requires prior frequency allocation. If you wish to operate public or in-house radio communications via a satellite earth station, you must apply to the BNetzA for the frequencies. You can submit the application online or by post.

In the application form, you provide information on the following, among other things

the earth station,
the satellite system and
the transmission system.

The BNetzA checks whether the frequency can be used in accordance with the specifications and without interference. If there is no risk of interference and all requirements are met, you will be allocated a corresponding frequency range.

The BNetzA allocates frequencies for satellite earth stations for a maximum of 10 years. After that, you must reapply for use.

You do not need a frequency allocation for the pure reception operation of earth stations.

You can apply for the allocation of frequencies for earth stations online and in writing by post or e-mail.

Apply for frequency allocation online:

Call up the online form on the website of the federal portal.
To register, you will need an electronic ID document, for example a personal ELSTER certificate or an ELSTER organization certificate.
The online form guides you step by step through the required information and documents.
Upload the required documents and submit the form.
The BNetzA will check your application and contact you with any queries or missing information.
The BNetzA will send you by post
- the frequency allocation and
- the notification of fees.
You pay the fee.

Apply for frequency allocation by e-mail or post:

Download the application form from the BNetzA website.
You can download the form
- complete the form on screen and save it as a PDF file or
- download it, print it out and fill it in.
Send the form with all the necessary documents to the BNetzA.

The allocation for the radio service is available in the Frequency Ordinance.
The frequencies are shown in the frequency plan for satellite radio.
The national and any necessary international frequency coordination for the earth station can be successfully completed.
The frequencies are used within an internationally coordinated satellite network.
Interference-free frequency use in accordance with the specifications is ensured.

Fee for frequency allocation
- A fee is charged for frequency assignment and, under certain circumstances, for refusal of assignment.
- The amount of the fees is determined in accordance with the Special Fee Ordinance of the Federal Network Agency for Frequency Allocations.
Annual fee for frequency assignment
- As the holder of a frequency assignment, you pay annual contributions in addition to the fee for the frequency assignment.
- The amount of these contributions is determined in accordance with the Frequency Protection Contribution Ordinance. The basis for determining the contribution rates is the actual expenses and costs eligible for contributions in a calendar year. These can only be determined retrospectively. A contribution forecast is not possible.
