Source: BUS Rheinland-PfalzNotwithstanding other regulations, temporary structures that require a building permit may only be put into use if their erection has been reported to the lower building supervisory authority at the place of erection, together with the inspection book, and the temporary structures have been approved by it (acceptance for use).
Notification, acceptance of use
The erection of a temporary structure must be notified to the local building supervisory authority in good time, submitting the inspection logbook and the information required for acceptance regarding the respective site (such as location, size, topography/surface conditions; extinguishing water supply, including access roads, entrances and emergency exits, if applicable) and - if necessary - supplementary plans (such as overview, site plan and sub-pallation plan for sloping terrain). The notification must also state when the temporary structure is ready for acceptance.
Temporary structures must be erected in good time so that the acceptance of use can be carried out before commissioning.
In the case of special or technically difficult temporary structures (e.g. large grandstands, roller coasters, etc.) or if an inspection of the system technology is required in individual cases, experts may also be consulted.
In particular, the following must be checked during the acceptance of use
a) the validity of the inspection logbook,
b) the conformity of the temporary structure with the construction documents and compliance with the ancillary provisions of the construction permit,
c) the safe erection of the temporary structure with regard to the ground conditions on site
d) the proper routing and marking of escape routes, especially in tents with more than 400 visitor seats.
The acceptance of use may be limited to spot checks.
The building supervisory authority should give the authorities or bodies whose area of responsibility is affected the opportunity to take part in the inspection (fire protection authority, public order office, trade supervisory authority and employers' liability insurance association).
The result of the acceptance test must be entered in the inspection logbook.
