Making an entry or exit summary declaration online

You must lodge the entry or exit summary declaration at the first customs office of entry or exit when you bring goods into or out of the customs territory of the Union.
As the carrier, you are always responsible for the declaration, but in certain cases you can instruct other persons to make the declaration.
You must lodge the exit summary declaration if you have not lodged a customs declaration or a re-export declaration as a pre-departure declaration. In particular for
- Re-exportation of non-Union goods from a free zone or temporary storage that have been in the free zone or temporary storage for more than 14 days,
- re-export of non-Union goods from a free zone or temporary storage where the destination or consignee has changed in relation to the entry summary declaration,
- re-exportation of non-Union goods from temporary storage following an external transit operation (transit declaration without security data),
- Transport between 2 places within the European Union by air or sea, if the goods are transhipped in a third country.
As a rule, you must always submit an entry declaration when you bring goods into the customs territory of the Union. An entry summary declaration does not have to be lodged in passenger traffic if you can declare the goods orally or, for example, by passing through the green exit.
Entry or exit summary declarations are usually lodged via ATLAS-EAS (Automated Tariff and Local Customs Clearance System). However, these can also be submitted via the Internet declaration.
