Public procurement - Request participation in the competitive dialog
Source: BUS Rheinland-PfalzAbove the EU-wide thresholds, contracting authorities (awarding authorities) can conduct a competitive dialog. This procedure is used to award particularly complex contracts. The contracting authority may only conduct the competitive dialog if
- the contract volume exceeds the specified threshold and
- it is objectively unable to do so,
- specify the technical means by which its needs and objectives can be met or
- specify the legal and financial conditions of the project.
The awarding authority announces the procedure in special tender media throughout Europe. As an EU-wide invitation to tender, it must publish it in the EU Official Journal. It must set out its needs and requirements in the notice. It can provide explanations in the notice itself or by means of a retrievable description.
