International road haulage - Applying for a driver attestation
Source: BUS Rheinland-PfalzAny undertaking engaged in the carriage of goods by road for hire or reward with a Community licence which employs drivers who are not nationals of a Member State of the European Union (EU) or of a State party to the Agreement on the European Economic Area or of Switzerland shall require a driver attestation for each of the persons concerned. This is applied for by the company for the driving personnel.
The regulation serves as proof that no illegal or abusive employment of workers from non-EU states is taking place.
The driver attestation entitles the driving personnel to drive the vehicle on behalf of the road haulage company within the EU. It is issued for a period of up to 5 years. However, it can also be limited to a shorter period if the residence permit or passport expires earlier. When employment is terminated, the driver's certificate must be returned to the licensing authority.
Driving personnel must carry the original driver attestation with them on each journey. A certified copy of the driver attestation must be kept at the company's premises.
