As the holder of a pilot license, apply for a change of competent authority (Transfer IN)

You can submit applications in connection with the medical fitness certificate online and then send them online or by post or fax.

• Go to the website of the federal portal verwaltung.bund.de and open the online application. The online form will guide you through the required information and supporting documents.
• Complete the application online. Upload the required supporting documents and submit the application online. Alternatively, you can print out the application and send it to the Luftfahrt-Bundesamt by post or fax.
• The Luftfahrt-Bundesamt will check your application.
• After processing by the authority, you will receive a decision, further result documents and a fee notice.
• Pay the fees.

General requirements:

• You are the holder of a medical certificate and pilot licenses
• You are
  • a natural person from Germany, an EU country or a third country or
  • a legal entity based in Germany or represented by natural persons from Germany, an EU country or a third country
  • at least 17 years old.

When transferring IN for medical records and pilot licenses:

• You hold a pilot's license whose highest right corresponds to the following licenses:
  • ATPL - Airline Transport Pilot License
  • CPL with ATPL Theory Credit
  • CPL - license for commercial pilots
  • MPL - license for pilots in multi-person flight crews
  • PPL/IR - Private pilot license with instrument rating

For transfer IN for medical file:

• You hold a pilot license whose highest privilege corresponds to the following licenses:
• PPL/IR - Private pilot license with instrument rating
• other licenses

• Personal details, for example on criminal matters

for transfer of pilot licenses:

• Copy of all current foreign licenses (front and back) that are to be transferred
• Copy of the valid medical certificate in accordance with Part-MED

for transfer of the medical file:

• Copy of foreign license with highest privileges (front and back)

Documents required for representation:

• Proof of power of attorney
• Completed declaration form for transfer IN; not necessary if you are only transferring the medical file to the LBA

Offline transfer:

• Additional evidence, for example registration certificate or equivalent documents proving a registration address
