Applying for the initial issue or amendment of an inspection license for aviation equipment inspectors (PvL)

To apply for the initial issue or amendment of an inspection permit for inspectors of aeronautical equipment (PvL), you can use the online service or send the relevant forms to the LBA by post or fax.

Online application:

• Go to the federal portal verwaltung.bund.de and complete the online application.
• You can upload your documents directly.
• Alternatively, you can send the documents to the Luftfahrt-Bundesamt (LBA) by fax or post and submit the application online.
  • If you would like to provide the original (paper document) for the proof of good repute, the extract from the driving aptitude register and the police clearance certificate, you are obliged to send the original documents to the Luftfahrt-Bundesamt by post after submitting the online application.
  • In certain cases, the original of your previous PvL license must also be sent to the Luftfahrt-Bundesamt.
• The Luftfahrt-Bundesamt will check your application.
• You will receive a decision and a fee notice.

You must meet the following requirements to be able to apply for an initial issue or change of an inspection permit for PvL:

• You are a natural person from Germany, an EU country or a third country.
• You are of legal age, i.e. capable of acting, have full legal capacity and are criminally liable.
• You are reliable in accordance with the Aviation Security Act.
• You have reached the minimum age at the time of application (21 years).
• There must be no criminal proceedings against you.
• You have passed all relevant theoretical and practical examinations.

In the case of representation:

• Proof of authorization to represent (power of attorney)

For addresses abroad:

• Declaration on the appointment of an authorized recipient

When applying for the initial issue of the PvL test license:

• Proof of theoretical training - Proof of practical training
• Proof of practical activity
• Identity card or passport, if not yet submitted for examination registration
• Proof of theoretical examination, if already passed
• Proof of vocational training or proof that the vocational training has been replaced

When applying to change an existing PvL for an additional authorization:

• Proof of practical training,
• Proof of practical activity.
• in the original: Permit for PvL

for a change to class 4 when applying for an additional authorization:

• Additional evidence of vocational training
• Additional proof of experience
• Additional evidence of theoretical training

for the deletion of a restriction:

for an extension or renewal:

• Practical logbook of practical activities over the last 12 months
• Confirmation from the company of at least six months of practical work within the last 12 months

for a duplicate:

• Declaration under oath or police report of loss of license

for change of name:

• Confirmation of name change, e.g. extract from the registry office register or new identity card

for renewal or in the event that a license has expired,

• List of activities
• in the original: Permit for PvL

for a renewal, extension or addition of an additional authorization or the deletion of a restriction:

• in the original: Permit for PvL
