Plant inspection by experts

The competent supervisory authority may order measurements of emissions and immissions as well as safety-related tests to the operators of the plants as part of the monitoring of plants requiring or not requiring approval in accordance with the Federal Immission Control Act. The measurements or safety tests shall be carried out by bodies or experts who have demonstrated their competence and have been notified.
