You must submit the notification to the competent authority at least one month before the incident-relevant change.

There is no statutory processing time.

You are acting in breach of regulations if you do not report a planned change to the operating area or an installation in the operating area that is relevant to an incident, or do not report it correctly, completely, in the prescribed manner or in good time.
