Report significant changes to an installation that does not require a permit for the use of organic solvents above the threshold values
Source: BUS Rheinland-PfalzIf you operate a system that does not require a permit with a solvent consumption above the threshold values according to Annex I of the 31st BImSchV, you must notify the responsible immission control authority in advance of any significant changes.
The obligation to notify applies to all installations that do not require a permit and are operated with a solvent consumption above the threshold values according to Annex I of the 31st BImSchV.
A significant change is any:
- modification which, according to the assessment of the competent authority, may have a significant negative impact on human health or the environment
- A change in nominal capacity which, in the case of installations
- of numbers 1.1, 1.3, 9.2 or 11.1 of Annex I with a solvent consumption of 25 t/a or less,
- points 4.1 to 4.5, 8.1, 9.1, 10.1, 10.2, 12.1 or 14.1 of Annex I with a solvent consumption of 15 t/a or less,
- points 2.1, 5.1, 7.2, 13.1 or 15.1 of Annex I with a solvent consumption of 10 t/a or less,
- numbers 16.1 to 16.4 of Annex I with a solvent consumption of 500 t/a or less
leads to an increase in emissions of volatile organic compounds of more than 25 percent.
Change in rated capacity that leads to an increase in emissions of volatile organic compounds of more than 10 percent.
