If you want to conduct dangerous goods training in aviation, you need an instructor's license. The training organization must apply for this from the Federal Aviation Office (LBA) before the first training course. The LBA will check the application and issue you with the instructor approval.

With the training approval, you are authorized to teach the requested modules.

To carry out basic and recurring dangerous goods training in the field of dangerous goods transport by air, you must complete at least 2 training courses within 24 months in order to maintain your approval.

If you wish to carry out dangerous goods training for modules A, C and F, you must provide the Federal Aviation Office with evidence of comprehensive knowledge of the transportation of dangerous goods by air. To do this, you must provide written proof of qualification in the form of an examination before the first training course.

You can take the examination for the proof of qualification a maximum of 3 times. There must be at least 4 weeks between the 1st and 2nd attempt and at least 6 months between the 2nd and 3rd attempt.

You can apply for instructor approval and proof of qualification online via the federal portal or in writing.

Apply for instructor approval and proof of qualification online:

Go to the website of the federal portal verwaltung.bund.de and call up the online application. The online application will guide you step by step through the information and documents required.
- Note: You will need an electronic ID document for the online application, for example your ELSTER organization certificate.
Upload the required documents as a file. The file formats PDF, DOC, JPEG and PNG with a maximum of 10 megabytes per file are possible.

Apply for instructor approval and proof of qualification in writing:

Go to the website of the Luftfahrt-Bundesamt (LBA) and download the relevant application forms there.
Print out the completed application and send it to the LBA, preferably by email, together with the required documents.
If anything is unclear or information is missing, the LBA will contact you.
The LBA will check whether the requirements have been met and send you:
- a confirmation
- a notification of costs
You pay the costs.

You must apply for approval as a trainer before starting work.
If you wish to train for basic and recurring dangerous goods training, you must
- have appropriate didactic and technical skills and
- have successfully completed a dangerous goods training course for the module to be trained.
If you wish to train and provide training for modules A, C and F, you must also
- demonstrate comprehensive knowledge in the field of the transportation of dangerous goods by air and
- complete a written qualification certificate from the Federal Aviation Office (LBA) before carrying out training for the first time.

You must submit the following documents for instructor approval:

Copy of a valid certificate for the module to be trained
Vocational or occupational pedagogical qualification according to § 3 of the Instructor Aptitude Ordinance or
- other proof of didactic skills or
- Proof of activity in adult education
curriculum vitae in tabular form
Proof of knowledge in the field of dangerous goods transportation by air for the modules applied for (excluding modules A, C and F)
Additional documents required for modules A, C and F:
- Proof of comprehensive knowledge in the field of dangerous goods transportation by air
- Certificate of proof of qualification

You must submit the following documents for the certificate of qualification:

Copy of a valid certificate for the module to be trained
- Proof of qualification A: valid module A or F certificate (all hazard classes)
- Proof of qualification C: valid module C or F certificate (all hazard classes)
- Proof of qualification F: valid module F certificate (all hazard classes)

additionally required if you are taking the exam for the first time:
- Proof of comprehensive knowledge in the field of dangerous goods transportation by air
- vocational or work pedagogical qualification according to § 3 of the Instructor Aptitude Ordinance or
- other proof of didactic skills or
- Proof of activity in adult education

Registration for trainer approval is free of charge.

Fee: 500,00 EUR
Payment in advance: no
Registration for the qualification certificate. Costs are charged for taking the proof of qualification at the Federal Aviation Office for: - Freight forwarding employees who are involved in the handling of dangerous goods - Employees of air carriers and cargo handling service providers who accept dangerous goods The fees can be paid by bank transfer.

Period of Validity: 2 Years
The instructor license is issued once and maintained every two years through valid certificates and proof that at least two training courses have been held within 24 months.

Period of Validity: 5 Years
The proof of qualification must be repeated before 5 years have elapsed.

Application Deadline: 3 Months
If you apply for the re-test, your application must be received by the LBA at least 3 months before the expiry of the qualification certificate.

Objection Deadline: 1 Month
You can lodge an appeal against the decision with the LBA within 1 month of notification.
