Submit measurement report on individual measurements of air pollutants at plants for the incineration and co-incineration of waste
Source: BUS Rheinland-PfalzIf you are the operator of a waste incineration or waste co-incineration plant, you must have the air pollutant emissions determined at regular intervals by means of individual measurements.
You must have the measurements carried out by an accredited measuring institute or an expert.
- You contact an accredited measuring institute or an expert, provide the necessary information for the measurement and arrange a measurement date.
- The measuring institute or expert then confirms the measurement plan for you and reports it to the authority responsible for you together with the measurement date.
- On the measurement date, the measuring institute or expert determines the emission values and compares them with the legally prescribed emission limit values for your system.
- Once the measurement has been completed, you will receive a measurement report from the measuring institute or expert.
- You must check the measurement report and send it together with the measurement planning, the result of each individual measurement, the measurement method used and the operating conditions during the measurement to the immission control authority responsible for you.
- You will receive confirmation from the authority that your measurement report has been received.

- You are the operator of a waste incineration or waste co-incineration plant that requires a permit.
- You have newly constructed or significantly modified your plant.
- You have put your plant into operation.

Fee: free of charge
The measurement report must be submitted to the responsible authority together with all documents 8 weeks after the measurements.
If your system has been newly installed or significantly modified, you must have the measurements carried out every 2 months in the first year after commissioning and then regularly every 6 months thereafter.
There is no statutory processing time.

The administrative service is a real act against which no legal remedy is possible.
- The content of the measurement report must comply with Annex A of Guideline VDI 4220 Sheet 2 (2018 edition).
- If you do not have the measurements carried out, do not have them carried out in the prescribed manner or do not have them carried out on time, you are committing an administrative offense that can be punished with a fine.
