The Federal Ministry of Labor and Social Affairs (BMAS) helps you with the program "rückenwind ³ " program to help you as a non-profit organization to secure skilled workers. The focus here is on the challenges of demographic and digital change. You will receive support in the form of specific concepts and measures to create a modern and attractive working environment in the social economy.

The BMAS supports projects that improve working conditions in an inclusive, diversity- and life-phase-oriented manner and enable employees to flexibly adapt their skills.

The following 5 fields of action are supported:

Development and testing of modern working models and work organization in the context of a changing world of work in social professions and fields of work
Target group-specific concepts for the digital and analog qualification of employee groups. Objectives are for example
- Strengthening equal opportunities,
- improving the compatibility of family and career,
- increasing the proportion of women in management positions,
- increasing the proportion of skilled workers from a migrant background,
- increasing the proportion of people with disabilities,
- maintaining the employability and health of employees and
- improving the inclusiveness of companies
Measures to support employees and companies in dealing with new workplace technologies, particularly with regard to adapting skills and job profiles
Digital and analog measures for recruiting and retaining staff. Consideration of gender, age, origin, professional biography and life phases of employees. Consideration of career changers and target groups that have so far received too little attention
Support and qualification of employees and further development of management and corporate culture with regard to change and future viability in non-profit institutions, services and companies in the social economy

Type and scope:

The funding is granted in the form of pro rata financing with subsidies. The grant amounts to between 50 and 70 percent of your total expenditure.

Applications are approved by Deutsche Rentenversicherung Knappschaft-Bahn-See (DRV KBS). The DRV KBS has the following tasks

informing the applicants and advising them on funding,
examine applications,
approve and pay out grants and
review projects.

The duration of an individual project is usually up to 3 years.

The Federal Association of Non-Statutory Welfare (BAGFW) is responsible for managing the project and providing technical and content-related support.

The funding procedure of the "rückenwind" funding guideline ³ for diversity, change and sustainability in the social economy" has two stages. In the first step, you submit an expression of interest. In the 2nd step, the selected project sponsors are invited to submit an application.

Step 1:

You submit expressions of interest electronically via the Z-EU-S IT funding portal. Please note the deadlines announced separately.
The coordinating body evaluates the submitted expressions of interest. The selection is made on the basis of defined selection criteria and weightings, including the initial situation and need for action, the project's approach and objectives, aspects of the provider's suitability and transferability.

Step 2:

If your project is positively assessed, you will be asked to submit a formal, written funding application via the Z-EU-S funding portal.

If the project is approved, the usual regulations for grants apply, supplemented by special regulations for federal funding from the European Social Fund 2021-2027.

Applications can be submitted:

all non-profit organizations,
- which belong to one of the 6 umbrella organizations of independent welfare work in Germany or are represented by them as umbrella organizations,
- of the independent welfare organizations in Germany that are not affiliated with any of the umbrella organizations
only organizations that are bound by collective agreements within the framework of the collective bargaining regulations customary in the social economy or are based on such regulations and adhere to the minimum wages customary in the industry.

The following are excluded from funding:

Companies or sectors that fall under Article 1 (2) to (5) of the General Block Exemption Regulation (GBER)
Companies that have not complied with a recovery order issued by the Commission of the European Union (EU)
Companies that are deemed to be companies in difficulty under the EU Regulation
natural persons

You can replace the written form with the electronic form of the qualified electronic signature (qeS) or electronic proof of identity (eID) approved in the Z-EU-S funding portal.

Please give priority to the electronic form.

Only in exceptional cases can you apply to the granting authority to submit the signature by post.

In such exceptional cases, you must download the electronically recorded forms submitted in Z-EU-S after electronic submission. You must then sign the forms by hand and submit them by post. Please note the applicable deadlines.
